Life-threatening rip currents. If caught in a rip current, remain calm. Swim in a direction following the shoreline. If tired, float or tread water until out of the rip current. If unable to escape, face the shore and call or wave for help.

Strong longshore currents can sweep swimmers and surfers into rip currents, piers, jetties and other hazardous areas. In many cases, the longshore current is strong enough to prevent swimmers from being able to keep their feet on the bottom making it difficult to return to shore.

Strongest wind gusts, up to 55 mph are expected to occur between 7 AM and 10 PM Thursday. There may be a gust to 60 mph but it would be infrequent. SITUATION OVERVIEW ------------------

Tropical Storm Nolo is expected to strengthen to a hurricane on Thursday as it moves northward towards the islands. Nolo is currently expected to turn to the west Friday night, passing south of the Big Island.

The onset of damaging tropical storm force winds on the Big Island could be as early as Friday morning, with dangerous hurricane force winds possible by Friday night. Hurricane or tropical storm watches may be needed for other islands if Nolo moves closer to the islands.

Bands of intense showers and thunderstorms associated with Nolo will reach the Big Island as early as Thursday. Excessive rainfall is possible which could lead to locally catastrophic flash flooding, landslides and mudslides. Flooding can occur even in areas not usually prone to flooding. Storm total rainfall amounts greater than 20 inches are possible on the Big Island, and greater than 10 inches are possible on Maui.

Swell generated by Nolo could bring very large and rough surf and dangerous rip currents for south and southeast facing shores.

Tornadoes and large waterspouts will be possible associated with Nolo, mainly over and near the Big Island, along and to the right of the track of the hurricane.

POTENTIAL IMPACTS -----------------

* WIND: Prepare for life-threatening wind having possible extensive impacts across the Big Island. Potential impacts in this area include: - Considerable roof damage to sturdy buildings, with some having window, door, and garage door failures leading to structural damage. Mobile homes severely damaged, with some destroyed. Damage accentuated by airborne projectiles. Locations may be uninhabitable for weeks. - Many large trees snapped or uprooted along with fences and roadway signs blown over. - Some roads impassable from large debris, and more within urban or heavily wooded places. Several bridges, causeways, and access routes impassable. - Large areas with power and communications outages.

Also, prepare for dangerous wind having possible limited to significant impacts across Maui County.

* SURGE: Prepare for locally hazardous surge having possible limited impacts across the Big Island. Potential impacts in this area include: - Localized inundation with storm surge flooding mainly along immediate shorelines and in low-lying spots, or in areas farther inland near where higher surge waters move ashore. - Sections of near-shore roads and parking lots become overspread with surge water. Driving conditions dangerous in places where surge water covers the road. - Moderate beach erosion. Heavy surf also breaching dunes, mainly in usually vulnerable locations. Strong rip currents. - Minor to locally moderate damage to marinas, docks, boardwalks, and piers. A few small craft broken away from moorings.

Elsewhere across the Hawaiian islands, little to no impact is anticipated.

* FLOODING RAIN: Prepare for life-threatening rainfall flooding having possible devastating impacts across the Big Island. Potential impacts include: - Extreme rainfall flooding may prompt numerous evacuations and rescues. - Rivers and tributaries may overwhelmingly overflow their banks in many places with deep moving water. Small streams, creeks, canals, arroyos, and ditches may become raging rivers. In mountain areas, deadly runoff may rage down valleys while increasing susceptibility to rockslides and mudslides. Flood control systems and barriers may become stressed. - Flood waters can enter numerous structures within multiple communities, some structures becoming uninhabitable or washed away. Numerous places where flood waters may cover escape routes. Streets and parking lots become rivers of raging water with underpasses submerged. Driving conditions become very dangerous. Numerous road and bridge closures with some weakened or washed out.

Prepare for life-threatening rainfall flooding having possible limited to extensive impacts across Maui County.

* TORNADOES: Prepare for a tornado event having possible limited impacts across the Big Island. Potential impacts include: - The occurrence of isolated tornadoes can hinder the execution of emergency plans during tropical events. - A few places may experience tornado damage, along with power and communications disruptions. - Locations could realize roofs peeled off buildings, chimneys toppled, mobile homes pushed off foundations or overturned, large tree tops and branches snapped off, shallow-rooted trees knocked over, moving vehicles blown off roads, and small boats pulled from moorings.

Locations may be uninhabitable for weeks. - Many large trees snapped or uprooted along with fences and roadway signs blown over. - Some roads impassable from large debris, and more within urban or heavily wooded places. Several bridges, causeways, and access routes impassable. - Large areas with power and communications outages.

Driving conditions dangerous in places where surge water covers the road. - Moderate beach erosion. Heavy surf also breaching dunes, mainly in usually vulnerable locations.
